Understanding and preventing workforce vulnerabilities in midlife and beyond. This project brings together frontline service agencies with researchers from two universities to study involuntary non-participation and under-participation in the labour market by midlife Australians. Quantitative and qualitative approaches will be used to understand pathways and outcomes so as to inform policy and practice responses.

The project will be able to gauge the extent to which the significant amount of public funds invested in the new welfare-to-work measures is effective. Small community organisations providing human services in Australia are in crisis following introduction by governments of funding practices based on quasi-market constructs of 'purchasing' and 'contracting'. Stewarding thin markets: improving public sector market effectiveness. This project aims to develop methodologies to identify thin markets in the public service sector. Thin markets, where there are a low number of buyers or low number of sellers, are a major risk for governments utilising a personalised approach to service delivery. This project will develop new methodologies for identifying thin markets and determine ways emerging markets can be stewarded to better achieve their aims.
