This is fundamental to achieving the WRL Strategic Plan objectives and aims to develop the western rock lobster industry’s competitiveness in digital technologies and ensure that the industry can draw the full benefits from digital innovation.
Discussions on 2017/18 research priorities and potential areas for collaboration were discussed extensively at the FRDC Annual Stakeholder Workshop in August 2017 with digital technology a commonality across all groups, including scoping data collecting and analysis innovations for policy, management and operations; New apps for commercial recreational catch, management, markets and effort; and Monitoring and sensor (environment to consumers).
There is a need for the WRL to seek expertise to create a new digital platform that will be capable of adding new modules and applications in to the future as required as well as interoperability with other systems. Industry wants to generate and manage its own data (noting that it will make every effort to be compatible with a national industry data management project) and supply the requested data to government when it is required and in the appropriate form. This will require trust but industry needs to accept this responsibility if it wants to act fast and make the most of opportunities in the digital economy. Industry can't rely on government to achieve this.
The WRL needs to identify and implement new digital applications that will improve process efficiency and assist fishers, managers, scientists, regulators and key stakeholders to make more informed and better decisions.
The WRL needs to scope what other fisheries and non-fishing industries are doing nationally and internationally with collecting data and using it in new and innovative ways to improve operations, management, policy, science and decision making.
This program needs to make provision for extension areas such as a new on-line OH&S standards and automatic reporting, digitised traceability from catch to plate, new auto entry catch application, and new monitoring and sensor technologies. A parallel project to develop jurisdictional reporting services is also underway to assist jurisdictions develop their jurisdictional chapters. As documented in the independent audit of SAFS 2016 (FRDC project 2016-143), the process of compiling SAFS on a co-operative basis between FRDC, Australian government agencies and all fisheries jurisdictions has led to greater joint collaboration, as well as transfers of methodologies and processes, to deliver higher quality and more credible stock status reporting which can be accessed nationally and internationally, as well as assisting in policy decisions regarding changes to particular fisheries management arrangements and in research priorities. Primary drivers for National reporting of the SAFS include: (i) the State of the Environment Report 2011, i.e., ‘lack of a nationally integrated approach inhibits effective marine management’; (ii) a recommendation of the House of Representatives Inquiry into the Role of Science for Fisheries and Aquaculture (Netting the Benefits Report 2012), i.e., ‘producing national status report regularly’; (iii) the Australian Fisheries Management Forum national statement of intent, i.e. a key outcome of ‘Goal 1’ is the National Status of Australian Fish Stocks Report; (iv) the National Fishing and Aquaculture Strategy 2015–20, i.e., ‘Goal 1’ of this strategy will be partially measured by an increased number of fisheries assessed as environmentally sustainable in the Status of Australian Fish Stocks Reports (this includes reducing the number of stocks assessed as uncertain); (v) the FRDC RD&E Plan 2020–25, enabling strategy V (tracking and reporting on sustainability of fish stocks and performance of fisheries). Improved in-field identification of aquatic pests by fishers over a longer term Most fishers need to be re-familiarised with WSSV and associated diseases. Although an Extension Program was run in response to the 2016 south east Queensland WSSV incursion, there is a need to refresh the local fishing industry about WSSV and what to keep an eye out for.
There is some belief that this is due to the fact that the original extension program was not supported with any continued material or instruction. The PFA believes that this can be addressed through linking Biosecurity and WSSV information into the fishers reporting devices. It is through constant reaffirmation of WSSV and other such biosecurity risks that it will remain forefront for the fishers
Understanding the need for early detection It is understood that some fishers expressed reluctance in assisting in field surveys for WSSV as they were concerned about the negative impact such detection has to their immediate business. However, many case studies demonstrate that early detection can be the key in eliminating a biosecurity threat versus attempts to contain. The program will focus on the essential component within its materials and engagements
Greater community and industry awareness of threats to aquatic biosecurity Previous campaigns did not target the high risk vectors - for example, recreational fishers using green imported prawns for bait are not likely to fish from boat ramp. In addition to this helping the fishing operation, greater current modelling coverage over this part of the fishery will allow for the fine-scale assessment of the links between water movement and puerulus settlement. In South Australia, established Fishery Management Plans are in place and recreational catch must be monitored to ensure that the sector is operating within its allocated shares of the resource. Recent changes to the availability of traditional sampling frames and shifts in the way the people communicate mean that it is becoming increasingly cost-prohibitive to undertake surveys using the established methodology. There is a need to re-evaluate how recreational fishing catch and effort is assessed and to develop revised survey methodologies using the latest survey tools and techniques.
Smartphone applications may provide a cost-effective method to collect information on recreational catch. However, as most apps are self-selected, sampling is non-probability based and it is not possible to calculate confidence intervals or margins of error. There is a need to compare app-based data with traditional phone-diary surveys to compare estimates and evaluate the accuracy of the results measured relative to independent population benchmarks. The outputs from this project will provide valuable information to other jurisdictions who have existing apps or are looking to implement an app.- based survey

Biases are exacerbated by recent poor sample sizes, as many fishers choose not to fish in shallow-water areas. Developing a standardized, repeatable survey in shallow areas will provide an improved index of PRA that can be incorporated into the stock modelling: this would improve the overall assessment. Currently fishery-independent survey data collection requires a minimum of two staff to process the catch and record information. Data entry is conducted by a third staff member. To increase cost effectiveness (for this and other lobster surveys), a more efficient data collection system is needed. Initial scoping has identified a number of possible solutions (e.g. app-based entry). This project will expand on this original scoping work to develop a solution. This will also benefit commercial lobster monitoring work conducted by DPIRD as well as a range of other surveys in similar pot based fisheries. This survey will also provide a platform for monitoring inshore WRL habitats. This will establish a baseline against which further research into the relationships between WRL and their near shore habitats can be undertaken. This will assist with detecting and quantifying habitat shifts that may impact the fishery. For example, there is anecdotal evidence that the heatwave temporarily modified some of these near shore habitats, leading to the altered relationship between puerulus and lobster recruitment. Long-term monitoring of juvenile habitats will likely provide a useful indicator of one of the factors affecting recruitment to the fishery. Objectives: 1. Produce accurate measures of pre-recruit abundance throughout the West Coast Rock Lobster Managed Fishery. Because many of these check ....During a recent national Fisheries Statistics Working Group meeting, data managers from all Australian states highlighted and discussed the likely high prevalence of inaccurate or fraudulent data supplied by fishers and accrued through data-entry errors. Current data quality control measures in each jurisdiction are largely heterogeneous, undocumented and often rely on manual checks by clerks or analysts that are labour intensive and costly and not routinely executed. Because many of these checks occur during manual data entry of paper-based records, these are likely to become obsolete as reliance on electronic reporting increases, with data entered directly by fishers through online portals or mobile applications.
There is a need to develop automated data cleansing and diagnostic procedures that can be applied post-hoc or retrospectively to large fisheries databases to detect and flag errors and outliers and provide subsets of reliable catch and effort data for stock assessments and other analyses. This project will contribute towards addressing these issues, by developing automated processes to routinely assess newly entered fisheries catch and effort data for errors, retrospectively quantify error rates in existing data and assess their likely influence on the outputs of stock assessment analyses. The outcomes will help improve the quality and accuracy of catch and effort data used in routine stock assessments, and in turn lead to more sustainable management of wild capture fisheries resources.
Objectives: 1. Review existing data quality control and cleansing processes applied to fisheries catch and effort databases in all state and commonwealth jurisdictions. 2. Develop a suite of generic algorithmic and statistical approaches to detect and flag different error types (e.g., anomalous, missing and outlying values) in fisheries catch and effort relational databases. 3. Trial the above approaches with several case-study fisheries datasets to assess the performance of different data cleansing approaches, quantify error rates and types and assess the sensitivity of catch and effort statistics to these errors and outliers. 4. On the basis of the above findings, recommend a standard national approach for data cleansing and validation of fisheries catch and effort data. 5. • Filling the gap that allows new crew to step foot on a dangerous work platform before receiving any safety training • Providing consistent safety training content to all fishers nationwide • Promoting SeSAFE as the industry benchmark in pre-sea safety training, that also serves to demonstrate achievement towards duty-of-care requirements • Developing a standard of achievement and certificate of completion, for use as a recognised industry standard and potential requirement for employment at sea • Overcoming jurisdictional inconsistencies and inadequacies in safety training • Developing fishery-specific modules for multiple fisheries, to complement onboard safety inductions • Extending SeSAFE training to seafood processors, fishery observers, and others • Establishing a secure funding base to ensure persistent, long-term delivery of SeSAFE training as well as a permanent hosting organisation, e.g. Seafood Industry Australia.
There is also a need to continue existing SeSAFE activities because:
• Many fishers and others are anticipating recurrent safety training • SeSAFE is one of the few sources of fishery-specific safety training, such as safe handling of fishing gear • It will leverage progress and momentum toward improved safety performance, which may otherwise be foregone • Several agencies, e.g. the Australian Fisheries Management Authority, are poised to use SeSAFE to provide safety training • SeSAFE training means individuals can avoid group training sessions and reduce the risk of Covid 19 infection.
SeSAFE training responds to Objective 3 of FRDC’s National RD&E Seafood Industry Safety Initiative Strategic Plan 2019/21, 'Increase uptake by industry of workplace safety and safety training programs and education tools', by serving the education component of the Strategic Plan.
Objectives: 1. INFORM, via an independent review, the design and application of user-pay funding models in Australian primary industries, the potential for a similar model to be introduced by SeSAFE in the fishing and aquaculture industry, and steps recommended to realise this outcome. 2. TRANSITION to a user-pays funding model to perpetuate the cost-effective delivery of SeSAFE training, based on the outcome of the independent review, and to Seafood Industry Australia or other party hosting the SeSAFE program at the conclusion of this project. 3. RETAIN delivery of SeSAFE training to existing users in the Australian fishing and aquaculture industry. 4. EXPAND the number of industry bodies, fishing and aquaculture companies, independent fishers and aquaculture workers, processors, observers, researchers, and others utilising SeSAFE training on a recurrent basis. 5. EXPAND the number of fishery-specific modules beyond those already developed for the ACPF, including completion of fishery-specific modules for the Western Rock Lobster Council and weather forecasting modules for the Bureau of Meteorology. 6. PROMOTE SeSAFE as the industry benchmark in pre-sea safety training to meet duty of care requirements. 7.
