    Mapping the policy advisory capacity of the Australian federal government: assessing transformations in the policy advising role of the Australian Public Service. The project is s .... Mapping the policy advisory capacity of the Australian federal government: assessing transformations in the policy advising role of the Australian Public Service. Governmental effectiveness depends to a significant extent on the availability of high quality information, analysis and advice. This project therefore addresses a matter of crucial national importance, namely the ability of the Australian Public Service to support decision-making through its policy advising functions. The project is significant for both its theoretical and practical contributions. Its findings will inform better understandings of the policy advising role of the public service and its relationship to decision-makers in an increasingly pluralised governance context. The project will be the Australian contribution to a larger comparative project examining policy advisory capacities in four Westminster-style governments.

This study offers conceptual insights into reasons for non-participation in local government consultation, drawing on critical policy analysis and debates on governance and democratic capacity. The collaboration of 7 local councils and the VLGA enable the development of a transferable, generally viable framework linking: (i) sophisticated demographic profiles (ii) types of communication media on a continuum of intensity (face to face, telephone/mail survey, email/Internet); (iii) issues on which residents wish to be consulted; and (iv) implications for civic infrastructure. Outcomes will benefit councils and Victorian citizens by providing an innovative, practically applicable framework for policy implementation using consultative processes.

The devolution of government business to regional government/community partnerships, coupled with the call for greater policy coherence, is challenging all levels of government and communities to collaborate in new ways to deliver regional outcomes. There is little empirical research to guide public managers in determining best value arrangements and strategic investments for building a region's 'collaborative advantage'. This project will examine the conditions (strategic, structural and procedural) under which multi-sectoral collaboration can deliver policy coherence and positive regional outcomes and identify the costs, benefits, trade-offs and capacities associated with effective multi-sectoral collaboration.

This research will reveal the degree of competition and cooperation between interests over agricultural policy issues in Australia. In so doing, it provides an important window on the public policy process which in turn should simulate public debate about agricultural policy making specifically and Australian political processes generally.

Increasingly, community organisations are confronted with the logics of the market and corporate management. At stake is their cultural .... Where commerce and culture connect? Corporate governance and social capital in the global era: the case of the AFL. This project investigates a central puzzle that confronts many community organisations in the global era: how does an organisation sustain its cultural core while negotiating the new challenges of commercial viability and strategic governance? Increasingly, community organisations are confronted with the logics of the market and corporate management. At stake is their cultural identity, autonomy and their embeddedness in local communities. Through a study of the 16 clubs of the Australian Football League, this project aims to generate a new analytical framework to evaluate organisations that seek to blend corporate governance and community engagement in novel and innovative ways.
