The project is s .... Mapping the policy advisory capacity of the Australian federal government: assessing transformations in the policy advising role of the Australian Public Service. Governmental effectiveness depends to a significant extent on the availability of high quality information, analysis and advice. This project therefore addresses a matter of crucial national importance, namely the ability of the Australian Public Service to support decision-making through its policy advising functions. The project is significant for both its theoretical and practical contributions. Its findings will inform better understandings of the policy advising role of the public service and its relationship to decision-makers in an increasingly pluralised governance context. The project will be the Australian contribution to a larger comparative project examining policy advisory capacities in four Westminster-style governments.

Moving to explore the phenomenon of South Asia's development and aspirations in Asia and globally, is now a priority for Australia as other economies move to take up the opportunities that are unfolding from this development. This research investigates issues of state functioning and state failure with a view to improving the effectiveness of external interventions and of bolstering state capacity in the South Pacific. It is now widely acknowledged that ?failed states? can generate ref .... Improving effectiveness of Australian aid to the island-Pacific. Improving the effectiveness of aid to the island Pacific so as to secure peace and prosperity within our immediate neighbourhood is in Australia's own national interest. This research investigates issues of state functioning and state failure with a view to improving the effectiveness of external interventions and of bolstering state capacity in the South Pacific. It is now widely acknowledged that ?failed states? can generate refugee flows and create havens for organised crime or terrorist groups, thus becoming a threat to neighbouring states. Such cross-border spillovers have major implications for Australia's national security and have been the primary rationale for the recent interventions into Papua New Guinea and Solomon Islands.

Despite Suharto's fall, and limited reform process, the Indonesian military (TNI) remains deeply involved in Indonesian politics, at Cabinet level, and in state maintenance. The TNI also has substantial economic interests, about two-thirds of which is illegal. The TNI is therefore still central to Indonesia's political processes, and constitutes the major impediment to Indone .... The political economy of military reform in Indonesia: Opportunities and challenges for civilian control of the TNI. Despite Suharto's fall, and limited reform process, the Indonesian military (TNI) remains deeply involved in Indonesian politics, at Cabinet level, and in state maintenance. The TNI also has substantial economic interests, about two-thirds of which is illegal. The TNI is therefore still central to Indonesia's political processes, and constitutes the major impediment to Indonesia's democratisation. This project will locate military reform within a broader Security Sector Reform agenda, assess the likelihood of further voluntary TNI reform and external reform drivers, and structural problems facing this process. It will analyse the TNI's reform process, and investigate options for bilateral reform assistance.
