This project directly supports the National Research Priority 4: Safeguarding Australia. More specifically, it aims at creating mechanisms that will make it more difficult to use the Internet as a platform for launching attacks against the business processes of Australian organisations that provide and consume Web services. At the same time this will stimulate the establishment of high quality WS markets. As direct social benefit of this research, Australian organisations will be able to integrate the best quality Web services as part of their business processes, and thereby avoid being negatively impacted by low quality and deceptive Web services. The objectives of this project are to undertake a major, long term study of the impact of global structural change on greenhouse gas emissions and on climate change, and to develop a detailed knowledge base concerning trade in embodied emissions. It is hoped that the knowledge generated will both inform global responses to this vital problem and contribute to the continuing development of effective responses within Australia. The output - a book and many papers - will be directed in part to contribute to the IPCC's Fourth Assessment Report.Read moreRead less
Improving decision making in government service delivery using third party providers. This project focuses on analysing and improving decision making in government service delivery through two complementary parts: examining the range of models/potential models used by government agencies through 3rd party providers; and investigating how specific relations are managed/improved in selected industries (childcare, ageing, disability services). Our approaches encompass policy process theories, contractual management, alternative service delivery, citizen empowerment theories, new institutional economics, industry impact analysis, and new modes of accountability. Analytical methods include survey and statistical investigations, comparative historical methods, case studies, comparative research with Canadian and NZ experts.Read moreRead less
Evaluating the Performance of Active Australian Equity Managers Utilising their Daily Portfolio Holdings and Trades. The aim is to evaluate the performance of active institutional Australian equity fund managers by statistical and mathematical modelling of their trades. The aim is to evaluate the performance of active institutional Australian equity fund managers by statistical and mathematical modelling of their trades. Using a unique dataset of daily portfolio holdings and trades, we compare the trading styles of those who have persistently outperformed the market with those that have not so as to reveal drivers of superior performance. Such a study has been impossible until now due to non-disclosure of trades. Understanding the fundamental origins of fund performance enhances the overall returns to investors, provides a new ratings system yielding superior information, and redirects the nest-eggs of "mums and dads" towards better-performing managers.Read moreRead less
Measurement and Sources of Productivity Growth under Imperfect Competition. Thus, Australia will have a better understanding of its relative performance in terms of growth, and thus be better positioned to make informed policy decisions. In addition, whether productivity growth is mainly driven by technical progress or returns to scale, and the size of monopolistic markups, has a large bearing on how we view the performance of an economy and its potential for future growth.Read moreRead less

Productivity growth is a fundamental precondition for sustainable improvements in living standards. The main drivers of productivity growth are technological innovation and improvements in the efficiency of resource use. Effective public policy in this area requires identification of these components. This project develops improved productivity measurement methods that are applicable in economic environments characterised by production and/or demand uncertainty. The methods will be used to obtain improved estimates of rates of innovation and changes in the relative efficiency of selected Australian enterprises. The empirical results will inform National Competition Policy and the process of microeconomic reform.Read moreRead less
The Market for Technology in Australia. Over the last 5 years, formalised markets for technology have accelerated in the US. However, there is no recognised formal market in Australia. Over the last 5 years, formalised markets for technology have accelerated in the US. However, there is no recognised formal market in Australia. Results from our primary data collection and analysis will highlight whether deficiencies in the market for technology are creating obstacles for the commercialisation of Australian technology. This is a particularly important issue for Australia given our relative isolation arising from geographical distance and lack of attachment to a major trading bloc such as the EU or NAFTA.Read moreRead less
The Management of Corporate Earnings and Audit Committee Effectiveness. The ?management? of corporate earnings as an issue of social and economic importance has been given substantial prominence recently (e.g. Enron, HIH). Mandated audit committees (AC) for large companies has been proposed by Federal Government initiated inquiries (Ramsay 2001, JCPAA 2002) and is a key part to the Government's response to those inquiries (CLERP 9). ACs are not without critics (eg Wolnizer 1995). This study examines longitudinally the effectiveness of ACs in influencing corporate earnings management behaviour. This study will aid the Federal Government sponsored Financial Reporting Council in its task of monitoring the effectiveness post-CLERP 9 implementation. Read moreRead less
New Approaches to the Analysis of Count Time Series. The focus of this proposal is on the analysis of data that enumerate events over time. The focus of this proposal is on the analysis of data that enumerate events over time. Occurrences of such count data abound in economics and business, examples being observations on insurance claims, loan defaults and individual product demand. This project develops a suite of innovative methods for modelling and predicting event counts. The methods explicitly accommodate both the discreteness of the data and possible complexities in its evolution over time. In so doing, they enable both accurate inferences regarding the dynamic structure of the data to be drawn and accurate forecasts of future event counts to be produced.Read moreRead less
