Federalism in Australian schooling: Its impact upon quality and equity. The project is designed to support the objectives for schooling in Australia that have been identified by the Council of Australian Governments. These objectives are in the face of growing inequities in the distribution of educational resources, growing concentrations of students with high levels of educational needs, and imbalances in the distribution of resources across key stages, especially in early childhood education. By examining the ways in which federalism contributes to the structural barriers to these objectives and by developing and validating a set of structural reforms the project will contribute to these national objectives.

Improvements to Australia's federal consitutional system could return between $9 billion and $20 billion each year to taxpayers (up to 3% of GDP). The problem affects service delivery in areas like health and education and hampers our ability to meet new challenges like water scarcity and climate change. In developing clear criteria for improving Australia's federal constitutionalism this project offers significant long term financial and other benefits to the nation and will also produce more specific benefits as a result of its case studies of health and water management.

A Social, Cultural and Environmental History of Soldier Settlement in New South Wales, 1916-1939. The digger has an iconographic status in Australian society; thousands of families have charted the service records of relatives who served in the first AIF. This project will recover the returned soldier as important an historical entity as the men (and women) who went to war. It will look at ways our society tried to recover from the trauma of war, examine our veterans' return to Australia and their difficult readjustment to civil society. Soldier settlers faced a new battle in opening up the land. Like many in regional NSW today, they struggled against isolation, drought and financial hardship. This project will evaluate the role soldier settlement played in populating remote districts and assess its long-term environmental costs.

The Parliamentary Politics of Abortion Reform in Australia: The Diverse Experience of Nine Jurisdictions, 1965-2010. Abortion is an important political consideration that is implicated in portfolios ranging from reproductive health, to foreign aid and immigration policy. Through extensive archival research and interviews, this project will provide new information about how politicians make decisions on abortion, where they get their information on abortion, and how they understand their representational roles vis-à-vis their constituents. It will contribute new knowledge to the study of democratic representation; provide a new model for the neglected area of the study of comparative state differences; and heighten Australia's research profile in two areas of increased international interest: both abortion and conscience votes.

How does the Structure of Government, in Particular the Extent of Fiscal Decentralisation, Affect Long Term Economic Performance in Australia? The research analyses how Australia should best structure its government to maximise long-term economic performance in terms of economic growth and the optimal provision of public goods such as health, education and other public infrastructure. The optimal division of revenue raising and spending responsibilities between the federal government, State governments and other sub-national bodies like city and regional councils will be rigorously assessed from an economic perspective. The research will lead to recommendations regarding improvements in the structure of Australia's government sector, particularly the extent and nature of fiscal decentralisation, capable of improving productivity and future living standards.

Intergovernmental relations impinge upon most aspects of Australia's public sector, from public finance to policy development, from economic investment to public service delivery. They shape the capacity of government to produce good policies and services- from childcare to aged care, from schools to power stations, from business regulation to environmental management, from workplace safety to highway maintenance. A better understanding of the changing federal system is essential for improving the benefits - better policies, more efficient programs and more responsive decisions - that Australians expect from their governments.

Investigating the population of issue niches in the Australian agricultural policy domain. Agriculture is an important part of Australian economic, social and cultural life. So too is the notion that public policy in all areas, agriculture included, should be formulated on the basis of consultation and input from the fullest possible range of interests and groups. This research will reveal the degree of competition and cooperation between interests over agricultural policy issues in Australia. In so doing, it provides an important window on the public policy process which in turn should simulate public debate about agricultural policy making specifically and Australian political processes generally.
