Given the therapeutic potential and high risk of harm associated with synthetic biomedical applications, it is critical to identify the ethical issues before these novel applications are widely used in human clinical trials. Expected outcomes of this project include: guidelines for the development of neurotechnologies; a national framework for responsible innovation; partnerships with international brain initiatives; and enhanced interdisciplinary capacity. The proposed research should provide significant benefits: innovation of technologies that meet Australians' needs, reduced misuse and harm, and greater social support for innovation in neuroscience.

Debates between moral conservatives and liberals, about whether enhancing human mental and physical abilities above normal limits is ethically acceptable, have been intractable.
