This project will assist in strengthening the social and economic fabric of disadvantaged public housing estates by developing an innovative framework for monitoring and evaluating the impacts of estate renewal programs in NSW. The framework will be capable of evaluating change not only in the estates themselves, but also in surrounding neighbourhoods. The framework will be capable of evaluating change not only in the estates themselves, but also in surrounding neighbourhoods. Special attention will be focused on issues of community wellbeing and safety. The development of more advanced techniques to assess the financial and non-financial benefits of renewal activity will make a significant contribution to the national body of knowledge about these complex and important renewal programs and their impacts in local communities.

Various alternative models of local governance, often involving resource sharing and regional alliances, have been adopted as solutions to these problems. Unfortunately, almost no scholarly effort has been invested in this area. While the proposed application is to the Sydney market, the method will be applicable to property markets in other cites and regions, both in Australia and internationally. An improved test for speculative bubbles will provide a better understanding of the nature of bubbles and will benefit policy-makers by providing a more solid basis for policy development. The doctoral study proposed here is an innovative audit of economic activity in Liverpool City and the southwest region of Sydney to test ways in which the elements of economic growth identified in the four literatures interact.
