After almost a century of protectionism we have globally re-integrated and liberalised, as we were when we possessed the world's highest standard of living in the nineteenth century. But we have yet to truly rebuild our capability to compete well in a global knowledge economy and to do so sustainably and justly. It is the presumption of this Project that a new understanding of the role of human investment in our history can help underpin a clearer understanding of the policy imperatives for our future. Since Japan is the world's second and the region's first economic power the importance of understanding major transformations in its political, social, and economic structure is plain. This project is therefore highly relevant to academia, policy and intelligence analysts, the media and citizenry in general. The last time the cry of 'reform' and fundamental restructuring of institutions was heard on anything like the present level was in the 1930s. Then, 'renovation' (kakushin) - offered as a path through multiple national and international crises - actually paved the way to militarism and war. Koizumi's reform (kaikaku) program, which is no less than a program for recasting the state, therefore deserves to be studied very seriously.Read moreRead less

India is, potentially, one of Australia's most significant trading and strategic partners. As India, a democratic country with low per capita income deepens its economic reforms programs, their success depends critically upon domestic political support which would require that the policies adopted make a significant dent on poverty. The proposed research will examine the impact of two of the most significant policy initiatives for poverty alleviation and thus provide critical analyses of how a democratic polity should address poverty. The project's results will also have significant implications for the design of AusAID's recommended anti-poverty interventions in other developing countries. Read moreRead less

China's weight in regional affairs is growing rapidly on all fronts, and will continue to do so into the indefinite future. China will be the largest single source of dynamism and turbulence in our region. Australia's political and business leaders will be confronted with decisions and choices with significant ramifications for our well-being into the longer term future. A deeper understanding of China's aspirations, and of the impact that China is having on the outlook of others in the region, will improve the odds for sensible decisions and choices.
