Community facilities, community building and local government – an Australian perspective

Abstract: This paper aims to examine the connections between community and community facilities, and the implications for local government facility management. In addition to cited published literature, the paper draws on archival and case study research and interviews with local government managers and local residents conducted by the author. The financing, planning and management of community facilities has emerged as a major public policy issue in Australia in recent years as assets acquired in the post‐World War II years of growth and decentralisation age, service needs widen and local governments experience fiscal stress. During this period, awareness of the limits of state provision and market in idualism has brought renewed focus on community, and policy outputs, particularly at local government level, are increasingly framed around community strengthening. The research focus is Victoria, Australia. The paper identifies key strategic issues for facility planners and managers involved in regeneration projects.

Long‐read sequencing reveals widespread intragenic structural variants in a recent allopolyploid crop plant

Abstract: Genome structural variation (SV) contributes strongly to trait variation in eukaryotic species and may have an even higher functional significance than single‐nucleotide polymorphism (SNP). In recent years, there have been a number of studies associating large chromosomal scale SV ranging from hundreds of kilobases all the way up to a few megabases to key agronomic traits in plant genomes. However, there have been little or no efforts towards cataloguing small‐ (30–10 000 bp) to mid‐scale (10 000–30 000 bp) SV and their impact on evolution and adaptation‐related traits in plants. This might be attributed to complex and highly duplicated nature of plant genomes, which makes them difficult to assess using high‐throughput genome screening methods. Here, we describe how long‐read sequencing technologies can overcome this problem, revealing a surprisingly high level of widespread, small‐ to mid‐scale SV in a major allopolyploid crop species, Brassica napus . We found that up to 10% of all genes were affected by small‐ to mid‐scale SV events. Nearly half of these SV events ranged between 100 bp and 1000 bp, which makes them challenging to detect using short‐read Illumina sequencing. Ex les demonstrating the contribution of such SV towards eco‐geographical adaptation and disease resistance in oilseed rape suggest that revisiting complex plant genomes using medium‐coverage long‐read sequencing might reveal unexpected levels of functional gene variation, with major implications for trait regulation and crop improvement.

Unlocking the potential? – Australia's digital strategy and major public libraries

Abstract: This paper examines some implications for public libraries of the Australian government's 2009 strategy for the digital economy. Many countries have produced national digital strategies in recent years, but these key pieces of policy architecture have received little critical attention. The rhetorical framing of the Australian document indicates the shift of communication and information to the centre of economic policy. This has particular significance for public libraries, as the major public information portals and cultural storehouses of liberal democracies. The strategy's emphasis on productivity and economic competitiveness, boosted by a proposed high‐speed national broadband network, presents major opportunities for Australian libraries. However, libraries and other collecting institutions have voiced concern over assumptions that they can simply ‘unlock’ their collections and supply content for new broadband applications. In contrast to some other countries, the Australian strategy pays no attention to the profound implications for information integrity and cultural memory presented by the expansion of cultural and economic activity in the digital sphere. The challenge for public libraries, the paper argues, is to explore ways that orthodox library responsibilities and new roles can be articulated in this evolving policy framework.

Abstract: This book explores the expanded roles of schools, investigating how they may offer more to their communities than formal education. It also discusses what schools can gain from their communities through various forms of partnership and collaboration. We explore this ‘more than a school’ idea through past ex les, in current practice, and as a model for schools into the future. Uniquely, the book investigates these issues from a spatial perspective, adopting the view that school and urban infrastructure, including buildings and landscaped outdoor areas (i.e., space), matters in the context of school-community relations. Indeed, we suggest that it mediates these relations, even though such influence is infrequently mentioned in the existing literature. Aligning our research with the spatial turn in the social sciences, we argue that research into school-community connections has tended to view such relations as fundamentally social, omitting adequate consideration of the role that space plays in enabling and/or constraining connections between school administrators, students, teachers, parents, carers, and members of the wider community. Adopting a spatial approach, a range of new perspectives are offered with respect to fostering stronger school-community connections through engaging thoughtfully with the built environment. The recurring themes of partnering, planning, designing, and enabling schools as community hubs are used to structure the 20 chapters that follow the initial scene-settings chapters.

The barriers to re-purposing not-for-profit real property assets

Abstract: – The purpose of this paper is to examine the barriers to the re-purposing of under-utilised real property assets owned by Australian not-for-profit (“NFP”) organisations for affordable housing provision. – Exploratory research was undertaken with five erse (non-housing) NFP organisations. – The research indicates that NFP organisations who are not principally engaged in housing provision, but hold surplus or under-utilised land and property assets, may be willing partners in affordable housing provision. However a range of institutional and structural barriers would need to be overcome for housing developments to occur on under-utilised NFP organisations land holdings. – The small scale of the study limits generalisation from the research findings. However, the findings point to an opportunity for innovation in housing land supply that warrants larger scale research. – This research provides evidence that a source of well-located land is potentially available for future affordable housing provision, but that NFP organisations would require skills and financial resourcing in order to make their land available for this purpose. – Well-located land is a major cost input for the provision of affordable housing, and the re-purposing of NFP organisations land or assets for affordable housing could make a significant contribution to the stock of social housing. – There has been no research on how NFP organisations view opportunities to repurpose their land for affordable housing despite this sector being actively encouraged to do so. This paper reports the first Australian study of dispositions and barriers to the re-use NFP organisations land assets.

Genome structural evolution in Brassica crops

Abstract: The cultivated Brassica species include numerous vegetable and oil crops of global importance. Three genomes (designated A, B and C) share mesohexapolyploid ancestry and occur both singly and in each pairwise combination to define the Brassica species. With organizational errors (such as misplaced genome segments) corrected, we showed that the fundamental structure of each of the genomes is the same, irrespective of the species in which it occurs. This enabled us to clarify genome evolutionary pathways, including updating the Ancestral Crucifer Karyotype (ACK) block organization and providing support for the Brassica mesohexaploidy having occurred via a two-step process. We then constructed genus-wide pan-genomes, drawing from genes present in any species in which the respective genome occurs, which enabled us to provide a global gene nomenclature system for the cultivated Brassica species and develop a methodology to cost-effectively elucidate the genomic impacts of alien introgressions. Our advances not only underpin knowledge-based approaches to the more efficient breeding of Brassica crops but also provide an exemplar for the study of other polyploids.

Abstract: Broadband prices differ significantly throughout the world, however discussion of why receives little attention in the academic and policy literature. Focussing on landline broadband, this exploratory article helps fill a knowledge gap by discussing some methodologies for comparing broadband prices between countries, and suggesting five factors that influence broadband prices: demand, supply, average price level, regulation, and physical/infrastructural factors. In this discussion, we also examine where Australia sits in relation to global broadband prices.

Policy for Schools as Community Hubs: Insights Into a Fragmented Environment

Abstract: Schools as community hubs are recognised for their significant contributions to communities. Yet, these projects must negotiate complex and often fragmented policy environments that cross government jurisdictions and disciplines to achieve stakeholder support, funding, and operate over the longer-term to deliver benefits to communities. Policy research in this area is scarce. This chapter discusses policy for schools as community hubs through the lenses of Bacchi and Goodwin’s ‘problem representation’ approach and ideas about performative and locally enacted policy. This theoretical framework is applied to Yuille Park Community College, in Victoria, Australia, as an interpretive policy analysis to reveal insights into the policy environment that was negotiated to develop this community-facing school. Now proclaimed as a ‘whole of life’ community centre, Yuille Park relied on the skill and continuity of key actors who—with little formal policy direction—coordinated solutions across service provision, urban planning, and facility design to make a difference to a struggling community, generating neighbourhood uplift and helping to overcome entrenched intergenerational challenges.
