Uneven impacts of COVID‐19 on the attendance rates of secondary school students from different socioeconomic backgrounds in Australia: A quasi‐experimental analysis of administrative data

Abstract: This paper contributes to the growing body of research that demonstrates uneven impacts of the COVID‐19 pandemic on educational outcomes of students from different socioeconomic status (SES) backgrounds. We evaluate the early impacts of COVID‐19 on student attendance in secondary school and show how these impacts depend on students' SES. We employ a quasi‐experimental design, using difference‐in‐differences (DiD) estimation extended to incorporate third‐order differences over time between low‐SES and other students, and pre‐ versus during‐COVID‐19, leveraging robust administrative data extracted from the registers of the Tasmanian Department of Education. Using data from multiple cohorts of secondary school students in government schools in Tasmania (N = 14,135), we find that while the attendance rates were similar pre‐ and during‐COVID‐19 for high‐SES students, there was a significant drop in attendance rates during COVID‐19 among socioeconomically disadvantaged students, demonstrating the more pronounced impacts of COVID‐19 for these students. The findings demonstrate that even “relatively short” lockdowns, as those in Tasmania in 2020 (30–40 days of home learning), can significantly affect the learning experiences of students from socioeconomically disadvantaged backgrounds. We discuss the implications of this for future pandemic planning in educational policy and practice and how this needs to be addressed in Australia's COVID‐19 recovery.

Abstract: We investigate multiple-burden and multiple-attachment hypotheses for the association among marriage, parenthood, employment and health for Australian men and women. Using longitudinal data from the Australian panel survey, ‘Negotiating the Lifecourse’, we find that men and women employed full time report better health than those employed part time or not employed. Previously married women report worse health than married women, but there is no association between marital status and health for men. We also find that men with preschool children in the household report worse health than men with older children, whereas women with preschool children report better health than women with older children. In addition for women we find evidence of a role-burden where combining full-time employment and children has a negative impact on health, but combining children with part-time or no employment has a beneficial health effect. There are no health effects of combining roles for men.

Abstract: Using data from a first national Australian survey of networks, this article explores factors linked with differential ersity of immigrant social capital. Past international research shows that ethnic minorities have less erse social capital, an important resource for securing opportunities and getting ahead. A similar research focus has not existed so far in Australia. This article explores social capital in Australia, focusing on immigrants from different world regions. Findings show significant inequalities in social capital across immigrants and that time spent in Australia does not improve these inequalities when compared with those who are native-born. Conclusions posit the need for a greater focus on social capital and ethnic inequality in Australia.

Participatory approach for the identification of dairy industry needs in�the design of research, development and extension actions: Australian�and Brazilian case studies

Abstract: In both Australia and Brazil there are rapid changes occurring in the macroenvironment of the dairy industry. These changes are sometimes not noticed in the microenvironment of the farm, due to the labour-intensive nature of family farms, and the traditionally weak links between production and marketing. Trends in the external environment need to be discussed in a cooperative framework, to plan integrated actions for the dairy community as a whole and to demand actions from research, development and extension (R, D & E). This paper reviews the evolution of R, D & E in terms of paradigms and approaches, the present strategies used to identify dairy industry needs in Australia and Brazil, and presents a participatory strategy to design R, D & E actions for both countries. The strategy incorporates an integration of the opinions of key industry actors (defined as members of the dairy and associated communities), especially farm suppliers (input market), farmers, R, D & E people, milk processors and credit providers. The strategy also uses case studies with farm stays, snowball interviewing techniques, semi-structured interviews, content analysis, focus group meetings, and feedback analysis, to refine the priorities for R, D & E actions in the region.

Does attitude matter in computer use in Australian general practice? A zero-inflated Poisson regression analysis

Abstract: The purpose of this study was to explore factors that facilitate or hinder effective use of computers in Australian general medical practice. This study is based on data extracted from a national telephone survey of 480 general practitioners (GPs) across Australia. Clinical functions performed by GPs using computers were examined using a zero-inflated Poisson (ZIP) regression modelling. About 17% of GPs were not using computer for any clinical function, while 18% reported using computers for all clinical functions. The ZIP model showed that computer anxiety was negatively associated with effective computer use, while practitioners' belief about usefulness of computers was positively associated with effective computer use. Being a female GP or working in partnership or group practice increased the odds of effectively using computers for clinical functions. To fully capitalise on the benefits of computer technology, GPs need to be convinced that this technology is useful and can make a difference.

Abstract: Many social theorists argue that institutions such as organized religion, the nuclear family and social traditions more generally, are in a rapid and potentially terminal decline. At the same time, there has been a growing emphasis on the processes of in idualization, the rise of the ‘reflexive self’, de-traditionalization and an emergent view of life as a ‘planning project’ where in iduals determine their future pathways through autonomous decision-making. Some authors, such as Giddens and Beck and Beck-Gernsheim argue that personal life, families and relationships are particularly affected by these changes, while others, such as Gross and Simmons or Smart and Shipman, advise more caution. In this article we interrogate this tension by using first-wave data from a longitudinal study involving over 7000 12–13-year-old high-school students from government, independent and Catholic schools in Queensland, Australia. In this article we provide key baseline findings on students’ expectations of marriage and family life to highlight several key issues that must be addressed by de-institutionalization and reflexivity theorists, and which illustrate the need for a more longitudinal evaluation of their claims.

Abstract: As young people’s internet use shapes their experiences of education, work and personal relationships, their portrayal as ‘Digital Natives’ suggests that they are invariably better positioned than preceding generations to capitalize on such changes. Recent debates in internet use research undermine this view. While acknowledging socio-demographic differences in use, theorists disagree as to whether these reflect disparities in internet access, processes of social stratification, or users’ rational assessment of risks and opportunities. Incorporating these views, this article develops a framework for investigating differences in academic and social internet use by using data from 6444 high school students in Queensland, Australia. The results show that different factors structure students’ entry into these use pathways. Since social use depends on one’s home access context, remote students with poorer access spent less time on this activity, whereas students at independent and Catholic schools were heavier academic users, because they possessed the requisite academic orientation.

Abstract: Marriage breakdown through separation and orce is a pervasive feature of Australian society. But little research investigates the social factors associated with marital breakdown in Australia. This study builds on and extends Australian research by using survival analysis models to examine patterns of association among temporal, life-course, attitudinal and economic factors associated with marital breakdown. Using data from the Household Income and Labour Dynamics in Australia (HILDA) survey, we find marital breakdown in Australia is socially patterned in similar ways to other Western countries. But our findings point to several directions for future research into marriage breakdown in Australia, and we identify certain unique features of Australian marriage breakdown that warrant a more detailed investigation, such as the relationship between ethnic origin and the risk of marital breakdown.

Abstract: This paper contributes to the debate on value change by advancing a new explanation of the relationship between political parties and generational-based values in advanced industrialized nations. Through multivariate analysis of World Values and other survey data from 29 countries, we show that the relationship between generations and values tends to vary between polities dominated by major parties and those in which many parties achieve electoral success. Green parties enhance the uptake of postmaterialist values and speed the decline of materialist ones, particularly among younger generations, by promoting a political discourse and agenda that contributes to the formative experiences underpinning value change. This research suggests that institutional structures and political parties need to be given far greater prominence in theories of postmaterial value change.

Abstract: This paper examines men's and women's levels of satisfaction with the domestic ision of labour. In most households women continue to undertake the bulk of childcare and housework duties and consequently spend significantly greater amounts of time on domestic labour than men. Men report high levels of satisfaction with these arrangements, but surprisingly we find that almost half of our s le of women also report satisfaction with these arrangements. This finding has been reported in studies from several countries. Our paper attempts to explain this apparent paradox. Using data from a recent national survey in Australia we explore gender differences in levels of satisfaction with the domestic ision of labour and examine women's levels of satisfaction with household work arrangements in relation to a number of factors such as labour force attachment, attitudes to gender roles and husbands' participation in domestic labour. Our findings raise implications for the meaning of equity within the household.

Abstract: This article contributes to exploring the comparative effects of market mechanisms and social networks and the interplay of human capital and social networks in western labour markets. We examine social networks and occupational attainment by using data from the 2007 Australian Survey of Social Attitudes and provide three major findings: (1) as a job search method, social networks are associated with lower earnings and occupational status and a lower probability of entering a professional or managerial position than market-oriented job search methods (2) jobs that are found using strong ties have lower occupational attainment than jobs found using weak ties and (3) the poorer occupational attainment outcomes associated with social networks are only observed among those without university degrees.

Weighting Strategies for Combining Data from Dual-Frame Telephone Surveys: Emerging Evidence from Australia

Abstract: Until quite recently, telephone surveys have typically relied on landline telephone numbers. However, with the increasing popularity and affordability of mobile phones, there has been a surge in households that do not have landline connections. Additionally, there has been a decline in the response rates and population coverage of landline telephone surveys, creating a challenge to collecting representative social data. Dual-frame telephone surveys that use both landline and mobile phone s ling frames can overcome the incompleteness of landline-only telephone s ling. However, surveying mobile phone users introduces new complexities in s ling, nonresponse measurement and statistical weighting. This article examines these issues and illustrates the consequences of failing to include mobile-phone-only users in telephone surveys using data from Australia. Results show that there are significant differences in estimates of populations’ characteristics when using information solely from the landline or mobile telephone s le. These biases in the population estimates are significantly reduced when data from the mobile and landline s les are combined and appropriate dual-frame survey estimators are used. The optimal choice of a dual-frame estimation strategy depends on the availability of good-quality information that can account for the differential patterns of nonresponse by frame.

Abstract: Marxist class analysis has largely ignored the investigation of social mobility and at times has openly rejected it as an object of social analysis. This paper defends the importance of mobility research for class analysis. It then uses Wright's neo-marxist conception of class structure to investigate intergenerational mobility among Australian women and men. Drawing upon data from 'The Class Structure of Australia Project', the paper describes the volume and nature of mobility, and presents more detailed findings about the mobility regime which underlies observed patterns. Such 'relative mobility rates' reflect class-specific advantages and disadvantages which shape the opportunities of people from different class backgrounds to move into some destinations rather than others. The gendered nature of these patterns is highlighted.

Abstract: The continuing persistence of strong class identification is one of the findings highlighted by Marshall, Rose, Vogler and Newby in their recent (1988) enquiry into class processes in Britain. In this comment we examine critically the methodological techniques deployed by them in the elicitation of this information. We argue that the finding is questionable and the conclusions drawn from it are unwarranted. Data from our own survey of class processes in Australia suggests, in contrast, that the discursive salience of class for identity is almost minimal.

Profiling the mobile-only population in Australia: insights from the Australian National Health Survey

Abstract: The Australian population that relies on mobile phones exclusively has increased from 5% in 2005 to 29% in 2014. Failing to include this mobile-only population leads to a potential bias in estimates from landline-based telephone surveys. This paper considers the impacts on selected health prevalence estimates with and without the mobile-only population. Using data from the Australian Health Survey - which, for the first time, included a question on telephone status - we examined demographic, geographic and health differences between the landline-accessible and mobile-only population. These groups were also compared to the full population, controlling for the s ling design and differential non-response patterns in the observed s le through weighting and benchmarking. The landline-accessible population differs from the mobile-only population for selected health measures resulting in biased prevalence estimates for smoking, alcohol risk and private health insurance coverage in the full population. The differences remain even after adjusting for age and gender. Using landline telephones only for conducting population health surveys will have an impact on prevalence rate estimates of health risk factors due to the differing profiles of the mobile-only population from the landline-accessible population.

Class voting, social change, and the left in Australia, 1943-96

Abstract: The relationship between class and voting choices has been the subject of controversy in recent years, especially in connection with the apparent decline of the traditional left. This paper examines class voting in Australia, focusing on three major issues: (1) changes in the overall strength of class voting (2) realignment, or changes in the relative political positions of the classes (3) the connection between the strength of class voting and support for Labor. It finds that (1) there is a decline in 'general' class voting (2) much of this decline involves a realignment of certain middle class groups, but there is no support for the popular idea that class alignments have become more complex (3) there is no connection between the strength of class voting and Labor performance. Our results cast doubt on accounts that regard the electoral difficulties of left parties as a symptom of the decline of class.

Abstract: Using data from a national survey of 4270 Australians conducted in late 2003, this article merges the structural approach to media audience formation with innovation diffusion theory to explore major socio-structural factors influencing the adoption of online news and information. It finds that more internet accessibility, traditional news and information usage, and privileged socio-economic profiles are strong predictors of online news and information adoption.

Abstract: Over the past 25 years neoliberal philosophies have increasingly informed labour market policies in Australia that have led to increasing levels of wage decentralization. The most recent industrial relations changes aim to decentralize wage setting significantly further than has previously been the case. We argue that this is problematic for gender equity as wage decentralization will entrench rather than challenge the undervaluation of feminized work. In this article we provide an overview of key neoliberal industrial relations policy changes pertinent to gender equity and examine the current state of gender equity in the labour market. Results show that women's labour force participation has steadily increased over time but that a number of negative trends exclude women with substantial caring responsibilities from pursuing a career track. The implications of increasing levels of wage deregulation are that gender wage inequality and the potential for discrimination will grow.

Abstract: This article presents the findings from an analysis of the rela tionship between class location and income. The class schemas employed in these analyses derive from the work of Wright, Poulantzas, Carchedi, Barbara and John Ehrenreich and Gold thorpe. In the context of the Australian workforce, in idual class location is found to be significantly related to income level. A properly specified causal model incorporating class and other relevant factors can explain between approximately 33 and 37 per cent of the variation of income among Australians in the workforce.

Abstract: A topological model of a mobility regime is a mapping of the cells in a two-way cross-classification of data into a number of coherent sets of cells or density levels. Such density levels identify cells in the table that are characterized by similar tendencies to association or dissociation between pairs of origin and destination categories. This article demonstrates how to automate categorical model fitting of such data within the SAS statistical package. We discuss two substantive ex les: U.S. male intergenerational occupational mobility: and a new account of intergenerational class mobility in Australia, that draws on contemporary neo-Marxist theorizing about class structures in capitalist societies.

The effects of non-standard employment on work—family conflict

Abstract: Over the last five decades the Australian labour market has changed profoundly, one prominent aspect being an increase in non-standard forms of employment. Using data from the first wave of the Household, Income and Labour Dynamics in Australia project, this article explores whether non-standard employment is associated with greater or reduced work—family conflict among employed parents and whether experiences vary by gender. We focus on three types of non-standard employment: part-time hours, casual and fixed-term contracts and non-standard scheduling practices. Regression analyses show that mothers who work full-time rather than part-time experience significantly greater work—family conflict. Casual employment is not linked to a reduction in work—family conflict for either mothers or fathers once we control for working hours. Even though mothers are the primary carer in most families, mothers do not report greater work—family conflict than fathers. We attribute this finding to gender differences in the time spent in employment.

Connection, connectivity and choice: Learning during COVID‐19 restrictions across mainstream schools and Flexible Learning Programmes in Australia

Abstract: The COVID‐19 pandemic and associated school closures may have constrained educational participation particularly for students in disadvantaged circumstances. We explore how 30 disadvantaged students in secondary school (14 mainstream/16 Flexible Learning Programme) from Queensland, New South Wales and Tasmania experienced home learning during the first wave of COVID‐19, teasing out nuances across two educational models. Drawing on semi‐structured interviews with these students, our analysis revealed three interconnected themes inflecting their learning: connection, connectivity and choice. Connection captures the desire for belonging and practices that facilitated meeting this desire during system‐wide disruptions to school routines and face‐to‐face learning. Connectivity captures the impact of digitally facilitated learning at home on students' ability to engage with curriculum content and with their learning community. Choice captures the availability of viable options to overcome barriers students encountered in their learning and possibilities to flexibly accommodate student preferences and learning needs. Students from Flexible Learning Programmes appeared generally better supported to exercise agency within the scope of their lived experience of home‐based learning. Findings indicate a need for strengthening student‐centred policy and practices aimed at leveraging the affordances of information technology, balancing self‐directed and structured learning and providing holistic support to enable meaningful student choice.

Social Networks and Subjective Wellbeing in Australia: New Evidence from a National Survey

Abstract: The article draws on data from a national survey in Australia in 2014 to examine how social networks affect life satisfaction and happiness. Findings show that social network composition, social attachment, perceived social support and the volume of social resources are significantly positively associated with life satisfaction and happiness. Stress about social commitments, feeling restricted by social demands and being excluded by a social group are negatively associated with life satisfaction and happiness. These results indicate that social networks have both ‘bright side’ and ‘dark side’ effects on subjective wellbeing.

Abstract: Attitudes to the fundamental economic institutions of capitalism, private ownership of productive property, markets as arenas for securing economic outcomes, and working class rights to associate and to strike, are key dimensions of class consciousness. This paper investigates how class location shapes these attitudes in combination with other factors like employment sector and trade union membership. Using data from the 1995 National Social Science Survey, the paper finds systematic class variation on attitudes to economic institutions that is consistent with respondents endorsing or rejecting class-specific strategies of interest realisation according to their own class circumstances. On some attitudes, class structural effects are additionally moderated by organisational norms associated with public sector employment and mediated by the impact of trade union membership.
