Abstract: In this paper, the position of ‘peripheral regions’ in the Netherlands is discussed from a European as well as from a Dutch perspective. In the context of an enlarged European Union, and a shift in orientation of regional policy towards strengthening the competitive position of all regions, peripheral regions are required to explore new policy responses. In the Northern Netherlands, this has led to a stronger emphasis on cooperation, both among Dutch provinces as well as with international partners, in an attempt to strengthen the economic performance and political standing of the region in national and international arenas. The rationale or connectivity of international cooperation strategies such as the Northern Development Axis may perhaps be secondary in comparison to the enabling power of such strategy-building in fostering cooperation and governance structures at regional and inter-regional level.

Abstract: In most traditions of spatial planning in Europe, planning policy documents involve a symbolic representation of the territory in the form of icons, diagrams, and maps. There are, however, significant national and regional differences in the use of cartographic visualisations in strategic spatial planning in European countries, which can cause problems when several countries come together to discuss policy options for a transnational territory, as for the preparation of the European Spatial Development Perspective. In an attempt to understand better the differences in visualising spatial policy in different planning traditions, this paper reports on findings from an analysis of the form of cartographic visualisations in strategic spatial planning documents in England and Germany. In particular, differences in the written and visual representations of spatial policies, and the ‘scientific’ or ‘artistic’ representation on policy maps are considered. The findings show that, although the function of plans in the planning system ultimately determines the form and style of visualisations, traditional and ‘scientific’ representations seem to dominate planning at regional level in these countries, and experiences with an ‘artistic’ style of visualisation are limited. The paper concludes with a discussion of the relevance of these findings for transnational spatial policy processes, where a communication-oriented use of cartographic visualisations appears most appropriate.

Abstract: Differences in the legal and administrative frameworks of the member states of the European Union (EU) have been identified as presenting major challenges to achieving territorial cohesion. The policy debate culminated in 2018 with a Commission proposal for an EU Regulation on a ‘European Cross-Border Mechanism’ (ECBM). While the proposed legal instrument is still under negotiation, this paper analyses the experiences of stakeholders in Germany’s border regions on navigating obstacles in the provision of cross-border public services. The paper concludes that while more legal certainty for crossborder cooperation would generally be welcome, stakeholders in border regions do consider local and high-level political support financial incentives to address complex border challenges and dedicated local and regional ‘policy entrepreneurs’ to be at least as important for realising complex joint projects.
