Creating an Australian community public sphere: the role of community radio

Abstract: The first comprehensive study of the Australian community radio sector at the turn of the millennium revealed insights into the contemporary operations of the sector, particularly in terms of its connections to communities, production of local content, and creation of a citizens media. It offered an analysis of the people working in community radio their training levels, skills, personal profile, career goals and so on. This article looks specifically at the processes of the formation of a community public sphere in Australia through the activities of around 25,000 volunteers and 4 million listeners each week in the sector across the country. It is particularly relevant in light of the recent trials and transmission of access radio in the United Kingdom, and the growth of community radio across Europe. As Australia was one of the few countries to legislate for community radio in the early 1970s, the experience and development of community radio here is relevant to the sector's global development. The discussion considers some early findings from the first qualitative audience study of the sector by the authors.

Monitoring the Establishment: The Development of the Alternative Press in Australia

Abstract: The mainstream press in Australia, and indeed most Western nations, claims a strong and romantic history. But our alternative press also has a strong past, harking back to the days of the great general strikes and the anti-conscription movement, which were all captured in detail by the radical working-class press. Similarly, the counter-culture publications of the late 1960s and 1970s recorded and reflected a time of major social change and upheaval in our nation. This paper is principally an overview of the Australian alternative press, past and present, and is part of a larger study of the contemporary Australian alternative press. The study identifies 28 alternative publications and surveys editors' and journalists' attitudes to issues of objectivity, news values, ethics and news-gathering practices. A look at the alternative press industry has revealed publications with an overwhelming commitment to ‘filling in the gaps’ left by the mainstream, and providing context to issues which are generally given cursory treatment by the dailies.

Abstract: Around four million listeners in an average week tune into community radio stations around Australia, primarily to hear local news and information — evidence of a failure by mainstream journalism to meet their erse needs. This discussion draws from the authors' landmark national qualitative audience study of the Australian community broadcasting sector to explore the role being played by community journalism. The authors argue that journalism at the level of the local is playing a crucial role in the democratic process by fostering citizen participation in public life. This suggests a critique of mainstream journalism practices and the central place of audience research in understanding the nature of the relationships and processes involved. The authors argue that the nature of community journalism aligns it more closely with the complex `local talk' narratives at community level that play a crucial role in creating public consciousness.

Abstract: This article explores the role of community or `public arena' journalism in offering alternative frameworks for making sense of the world through the lens of local communities and their various networks. Our particular focus is on new research into Australia's unique community broadcasting sector, based on nationwide telephone surveys and focus group discussions involving a broad range of community journalists, which suggests that they fulfil an important cultural role in providing communities with a local voice through what we have termed a `community public sphere'.

The End of the Press Subsidies ‘Experiment’ in Sweden?

Abstract: Debates about media ownership concentration have continued in Australia over the past half-century, and particularly in the last decade since Murdoch's News Ltd took over the Herald and Weekly Times group of newspapers in 1986–87. At the time, and at the subsequent 1991 Lee print media inquiry, the press subsidies system operating in Sweden received some attention from researchers and policy-makers alike as a possible solution to further increases in media ownership concentration in Australia. In light of recent inquiries into media ownership in Australia, particularly the Productivity Commission, it is now timely to consider Sweden's approach to media policy in the late 1990s. In particular, this paper will focus on the 1999 report by the Media Concentration Group in Sweden, which examined issues such as the future of print and broadcast legislation, and the impact of convergence on media policy. As Sweden — and indeed the Scandinavian region — has long held one of the most erse media ownership environments in the Western world, their future policy directions may provide some options for Australian media policy researchers and policy-makers.
