Social Exclusion/Inclusion for Urban Aboriginal and Torres Strait Islander People

Abstract: Social exclusion social inclusion are useful concepts for making sense of the deeply embedded socio-economic disadvantaged position of Aboriginal and Torres Islander people in Australian. The concepts not only describe exclusion from social and economic participation but seek to understand the dynamic processes behind their creation and reproduction. Yet few Australian studies go beyond describing Aboriginal over-representation on social exclusion indicators. Neither do they address the translatability of the concepts from non-Indigenous to Indigenous contexts despite mainstream studies finding the pattern of social exclusion (and therefore what social inclusion might look like) differs for Aboriginal and Torres Strait Islander people to that of other disadvantaged groups. This paper uses data from the Longitudinal Study of Indigenous children to explore patterns of social exclusion across social, economic, well-being and community dimensions for urban Aboriginal and Torres Strait families. The paper then develops a contextual understanding of the processes and patterns that create and sustain social exclusion and the opportunities and challenges of moving to greater social inclusion for urban Aboriginal and Torres Strait Islander people/s.

Repositioning the Racial Gaze: Aboriginal Perspectives on Race, Race Relations and Governance

Abstract: In Australia, public debate about recognition of the nation’s First Australians through constitutional change has highlighted the complexity and sensitivities surrounding Indigenous/state relations at even the most basic level of legal rights. But the unevenness of race relations has meant Aboriginal perspectives on race relations are not well known. This is an obstacle for reconciliation which, by definition, must be a reciprocal process. It is especially problematic in regions with substantial Aboriginal populations, where Indigenous visibility make race relations a matter of everyday experience and discussion. There has been considerable research on how settler Australians view Aboriginal people but little is known about how Aboriginal people view settler Australians or mainstream institutions. This paper presents the findings from an Australian Research Council project undertaken in partnership with Larrakia Nation Aboriginal Corporation. Drawing on in-depth interviews with a cross-section of Darwin’s Aboriginal residents and visitors, it aims to reverse the racial gaze by investigating how respondents view settler Australian politics, values, priorities and lifestyles. Through interviews with Aboriginal people this research provides a basis for settler Australians to discover how they are viewed from an Aboriginal perspective. It repositions the normativity of settler Australian culture, a prerequisite for a truly multicultural society. Our analysis argues the narratives of the participants produce a story of Aboriginal rejection of the White Australian neo-liberal deal of in idual advancement through economic pathways of employment and hyper-consumption. The findings support Honneth’s arguments about the importance of intersubjective recognition by pointing to the way misrecognition creates and reinforces social exclusion.

Abstract: Australia is a relatively new nation state built on colonisation and settler migration. These origins situate Australia’s First Peoples and Indigenous/settler and nation-state relationships as central aspects of contemporary Australian society. It would seem logical to conclude that Australian sociology curricula would include a substantial range of units and courses with Indigenous themes and content. Yet, this is not the case. Indigenous sociology is largely absent from the sociology curriculum within tertiary education. In this article we argue that the lack of the Indigenous is not an oversight but can be linked to a normalisation of a more general disengagement of the discipline with the key social force of race. Apart from consistent description of Indigenous disadvantage, Indigenous and race issues are presumed to sit outside the realm of mainstream Australian sociology. We use Whiteness and Critical Race theories to explain how this curriculum absence can be seen as a particular Australian praxis of Whiteness and colour-blind racism. Our own experiences as Aboriginal sociologists in mainstream sociology departments provide the empirical base to show how Whiteness, and its privileging practices, pervades the Australian sociology curricula. Our argument extends to addressing the pedagogic challenges faced by lecturers presenting Indigenous content to a largely Euro-Australian student body.

Indigenous Data Sovereignty in the Era of Big Data and Open Data

Abstract: Indigenous Data Sovereignty, in its proclamation of the right of Indigenous peoples to govern the collection, ownership, and application of data, recognises data as a cultural and economic asset. The impact of data is magnified by the emergence of Big Data and the associated impetus to open publicly held data (Open Data). Aboriginal and Torres Strait Islander peoples, families and communities, heavily overrepresented in social disadvantage–related data will also be overrepresented in the application of these new technologies, but in a data landscape, Indigenous peoples remain largely alienated from the use of data and its utilization within the channels of policy power. Existing data infrastructure, and the emerging Open Data infrastructure, neither recognise Indigenous agency and worldviews nor consider Indigenous data needs. This is demonstrated in the absence of any consideration of Indigenous data issues in Open Data discussions and publication. Thus, while the potential benefits of this data revolution are trumpeted, our marginalised social, cultural and political location suggests we will not share equally in these benefits. This paper discusses the unforeseen (and likely unseen) consequences of the influence of Open Data and Big Data and discusses how Indigenous Data Sovereignty can mediate risks while providing pathways to collective benefits.

Burying indigeneity: The spatial construction of reality and Aboriginal Australia

Abstract: In this article we argue that spatial distance and historic socio-ethnic boundaries play a critical role in determining the relative priority given to groups that are marginally placed. These priorities are materialized through law. We utilize theories that understand ‘reality’ as something socially constructed: our impressions of the structure of everyday life are mediated in large part by our primary social group interactions. We profile the spatial distribution and relative segregation of Indigenous Australians, from urban to remote regional contexts. Our data highlights how even a predominantly urban Indigenous population remains out of the sight and mind of social and political actors due to its small numerical size and perceived social difference. We move to explain public policy formulation in terms of orientations that are influenced by the spatiality of social affiliations. We suggest that the spatially-bounded patterning of black and white lives supports the continued burial of Indigenous life. The socio-spatial construction of Indigenous life for white and other Australians has enabled both aggressive and neglectful policy instruments in which Aboriginal life appears as something that is politically, legally and spatially marginal.
